The laws do not distinguish between different types of stun guns like cell phone stun guns, stun pens or flashlight stun guns.

 Stun Guns are illegal in Hawaii, Illinois, Massachusetts, Michigan, New York, New Jersey, Rhode Island and Wisconsin.  They are also illegal in Annapolis, MD., Baltimore, MD., Baltimore County, MD., Denison/Crawford County, IA., Philadelphia, PA., and the District of Columbia.

Stun Guns are legal but subject to restrictions in the following states - Connecticut (only home use) and also subject to restrictions in Florida, Indiana, North Caroline, North Dakota, Ohio and Washington.
